　　（1）Promoting the transformation and upgrading of the wood industry is an important support for accelerating the high-quality economic development of Linyi.Wood industry is an important traditional industry in our city.It has developed since the late 1980s.After three major renovations,transformations and improvements in 2005,2015 and 2018,it has developed into one of the"three major plate processing bases in China".It has become a national large artificial plywood production and export trading base,facing paper production base and wood machinery production base.The annual output of artificial plywood accounts for 1/3 of the country and is known as the"plate capital of China",In the industry,it enjoys the reputation of"the world sees China and China sees Linyi".At present,there are 4761 plate enterprises,290 wood machinery enterprises,153 furniture enterprises,more than 10000 leather lock enterprises,and more than 4000 other wood related enterprises such as warehousing and logistics,R&D and design,hardware accessories,decorative paper and so on.Among them,there are 956 wood production enterprises above Designated Size,accounting for 32.7%of the enterprises above Designated Size in the city.In terms of county distribution,there are 393 in Fei County,353 in Lanshan district and 65 in Pingyi County,forming a core gathering area of wood production centered on Yitang town in Lanshan district and Tanyi town in Fei County.The city has an annual output of 35 million cubic meters of various boards,1.5 million pieces of wooden furniture and 800000 cubic meters of wooden floors,which has become the city's characteristic and advantageous industry.
　　（2）Promoting the transformation and upgrading of the wood industry is the key to the integration of industry and city,enriching the people and rejuvenating the city and ensuring employment.The city's wood industry has formed a product system of more than 200 varieties in 9 series,such as plywood,fiberboard and decorative panel.In 2019,the city's wood industry achieved a tax of 3.59 billion yuan,accounting for 19.8%of the city's industrial tax and 7.1%of the city's domestic tax.Among them,Lanshan District,Feixian County and Pingyi county achieved wood industry tax of 1.41 billion yuan,1.38 billion yuan and 200 million yuan respectively.The city's wood industry employs more than 1 million people,attracting more than 300000 migrant workers;It has driven the total amount of logistics to 120 billion yuan,accounting for 1/8 of the city,promoted the development of tertiary industry service industry and promoted the integration of industry and city.

　　（3）Promoting the transformation and upgrading of the wood industry is an urgent need to comply with the upgrading of consumer demand and the new situation of green environmental protection.The overall structure level of the city's wood industry is not high,and the industrial chain is unbalanced.80%of the wood enterprises are concentrated in the low-end of the industrial chain such as wood processing and wood-based panel production,and the products are homogeneous.Wood enterprises are"large in volume and weak in trend"and lack of leading effect.There are 956 wood enterprises above Designated Size,accounting for 32.7%of the city's Industrial Enterprises above Designated Size,ranking among the eight traditional industries,but the output value only accounts for 10.6%of the city's total industrial output value above designated size.Among the 728 industrial enterprises with an output value of more than 100 million yuan in 2019,103 wood enterprises,accounting for only 14%.With the rise of two plate production bases in Guangxi and Northern Jiangsu(Shaozhou and Suqian),market competition intensifies.Due to the impact of the COVID-19 epidemic,the development of the wood industry has been impacted to a certain extent.In 2019,the output value of wood industry reached 49.43 billion yuan,a year-on-year decrease of 31.2%.Facing the new situation and challenges of changing market demand,accelerating the renewal of consumption ideas and continuously improving green environmental protection standards,the transformation and upgrading of the wood industry with market-oriented,quality as its life and brand as its guide is imminent.

　　Lanshan district will accelerate the planning and construction of a wood industry park with Yitang town as the development core and covering a total area of 18.94 square kilometers,including four functional areas:Wood Industry Transformation and upgrading demonstration area,comprehensive supporting area,wood machinery concentration area and high-end plate production demonstration area.The whole park will be fully completed in 2025.①The planned land area of the demonstration area for transformation and upgrading of wood industry is 2600 mu,and 12 large-scale enterprises will be promoted in 2020.A modern industrial park with complete functions and supporting facilities will be fully built in 2021;②The planned land of the comprehensive supporting area of wood industry is 12821 mu,including 4725 mu of chuanghuaban area.In 2020,945 mu of barrier clearing land will be demolished,and 13 large-scale enterprises will enter the park.1600 mu of barrier clearing land will be demolished in phase II,and 10 large-scale enterprises will enter the park.2850 mu of barrier clearing land will be demolished in 2021,and 60 enterprises will enter the park.2400 mu of barrier clearing land will be demolished in 2022,and 50 enterprises will enter the park.Complete the demolition of the remaining 5026 mu of land by 2025,and realize 60 large-scale enterprises in the park;③The planned land of wood machinery area is 2195 mu.
　　In 2020,823 mu of barrier clearing land will be demolished in phase I,and 10 wood machinery enterprises will enter the park.In 2021,the demolition and barrier clearing of the remaining 1372 mu of land will be completed,and 30 wood machinery enterprises will enter the park,which will be fully completed and put into use in 2022;④The planned land of the high-end plate upgrading area is 10800 mu,2100 mu of barrier clearing land will be demolished in 2021,and 20 large-scale enterprises will enter the park.2685 mu of land will be demolished in 2022,and 30 large-scale enterprises will enter the park.The demolition,transformation and upgrading of the remaining land will be completed in 2023,and 60 large-scale enterprises will enter the park.On the basis of doing a good job in the"2+6"industrial planning of the whole county,Fei County will focus on promoting the construction of the wood industry park in Tanyi Town,and improve the three functional areas of high-grade furniture gathering area,new and old kinetic energy conversion demonstration area and key enterprise cultivation area.With a planned area of 9.7 square kilometers,the high-end furniture cluster will complete the demolition and obstacle removal of 1500 mu in 2020,resettle 14 enterprises in the park,focus on promoting the standardized plant project with an investment of 1.5 billion yuan and an area of 600 mu,and complete the project construction in 2022;In the new and old Japanese kinetic energy demonstration area,1050 mu of land will be vacated by the end of 2020,15 enterprises will be settled in,10 enterprises will be introduced in 2021,and the total investment will be 2 billion yuan.By 2025,it will be combined with the construction of wood town to build a wood headquarters economic center,exhibition center and logistics center.At the same time,we will accelerate the construction of a fee adhesive chemical industrial park with a total area of 3.05 square kilometers,form an upstream and downstream integrated and distinctive industrial cluster with formaldehyde production as the leader,adhesive production as the core and other high value-added forest chemicals and ancillary products as the auxiliary,and build a ten million ton adhesive production base in the province.
　　Pingyi County focuses on improving the infrastructure construction level of the"high-end wood home industry park"with an area of 6 square kilometers in kaqiao Town,introducing large-scale high-end wood enterprises,lengthening the industrial chain and improving the industrial added value.On the basis of 14 wood enterprises settled in the park,680 Mu will be cleared in 2020,8 enterprises will enter the park,1000 mu will be cleared in 2021,10 enterprises will enter the park,and 1000 mu will be cleared in 2022,15 enterprises will enter the park.In 2025,the wood industry park will be built into a benchmark of regional wood industry park
　　（2）Strive to cultivate and expand leading backbone enterprises.Support and promote the"secondary entrepreneurship"of leading backbone enterprises,further promote the"Internet+Advanced Manufacturing",improve the functional parts through the"integration of industrialization and industrialization"and"machine replacement",aim at the national advanced level,advance towards wood enterprises,radiate and drive the coordinated development of a number of supporting small and medium-sized enterprises,and lead the industrial transformation and upgrading.By 2025,the city will cultivate 20 enterprises with 1 billion yuan and 50 enterprises with 500 million yuan.70%of wood enterprises above Designated Size will reach the domestic advanced level,20%will reach the international advanced level,more than 40 scientific and technological R&D platforms for Enterprises above municipal level,and the R&D investment of backbone wood enterprises will account for 3%of sales revenue.
